This was a private exchange on the floor of the US Senate that has become a matter of public record. As the President of the US Senate and a former Congressional representative, Cheney knows the rules. Cheney must apologize to Leahy, admit his mistake, and admit that civility and tolerance are not hallmarks of the current administration. Profanity is the last refuge of the ignorant.
